2023 OFDDA Legislative Final Bill Tracking

Oregon Fire District Directors Association was founded in 1950 when a group of like-minded individuals connected over the desire to form rural fire protection districts in Oregon. The founders understood, as we do today, that working together creates greater opportunities for Oregon’s fire service. Nearly 70 years later, we continue to exchange information for the mutual benefit of fire districts’ operations and improve the operations of fire districts in Oregon through our unified approach to legislation.

The many accomplishments of OFDDA have been made possible as a result of this successful collaboration with Oregon’s many fire service entities—and thanks to our members’ unwavering commitment and dedication to Oregon’s fire service.

The Power of Teamwork is a concept that plays a crucial role in the services we provide to our communities. To be successful requires a team effort in the fire service—on the fireground, in the board room, in the district office, and at the state legislature.

  • One of the major tasks that OFDDA performs is tracking, reporting on, and testifying on legislation affecting the fire service in general and directors specifically. Since Oregon voters adopted annual sessions in 2010, the Legislature meets annually for a maximum of 160 days in odd numbered years and 35 days in even numbered years.
  • OFDDA members serve on many committees that shape the fire service in our state such as the DPSST Board, Governor’s Fire Service Policy Council, SDAO Legislative Committee, National Association of Elected Fire Officials (NAEFO), and Oregon Life Safety Team, plus additional task forces that are formed from time to time.
  • OFDDA oversees the Length of Service Awards Program (LOSAP), providing a financially valuable benefit for volunteer firefighters.
  • OFDDA provides educational opportunities throughout the state through our partnership with Special Districts Insurance Services (SDIS), which is administered by SDAO. We also promote education with scholarships for the Oregon Fire Service Conference.
  • OFDDA produces the Red Book, a reference book of contacts and information about fire districts.
  • OFDDA members receive discounts on their SDIS insurance.
  • OFDDA is a strong advocate for fire district directors; together we have a strong voice.

To focus on the differences that exist between the interests of chief officers and elected officials and career personnel and volunteer personnel is to discount the inherent commonalities we share and to ignore the time-proven principle that we are strongest and accomplish more when we work together.

Oregon House Bill 2687, which became effective in August 2017, established a grant program to distribute emergency preparedness equipment, which may include vehicles or other property, to local governments and other recipients to be used to decrease risk of life and property resulting from an emergency. Items purchased must qualify as capital assets, meaning individual items must cost at least $5,000. A total of $5,000,000 is available to procure emergency preparedness equipment to help Oregon communities prepare, respond, and recover from emergencies.
